What height have you been fitting the fins so far? (i.e. where do the fin tips reach along your feet?)
“I have been positioning the fins to sit around my toenails as directed. I have large calf muscles and wondered whether this was affecting the positioning of the fins?”

The straps cross over just above your ankle, below your calf muscle, so larger calf muscles shouldn’t really affect the fin positioning. Perhaps twisting the fin a little to one side might help, so the fin centreline is lined up on a different toenail. What do you think?
